- Director PLANNING COMMISSION MEETING MINUTES The Clinton County Planning Commission (CCPC) is comprised of a nine member voluntary board of county residents from diverse backgrounds. In addition, the CCPC has two professional staff members to provide support services. The CCPC has three major areas of responsibility. (1) Land use regulation under authorization from the PA Municipalities Planning Code. The CCPC reviews all land use activities in the county; examples include: subdivisions, commercial development, mining and landfill permits, and land use ordinance amendments. (2) The CCPC writes and administers numerous grants intended to improve and expand community facilities and infrastructure (water and sewer systems). (3) The CCPC provides technical assistance to municipal officials. Services to the
